Charlotte Knox

Charlotte Knox has spent the past ten years writing and organizing long-term professional development projects for school districts and publishers nationally. Recent projects beyond the materials described on this website include: SHINE, an eight session course on ELD strategies, Literacy Scaffolds for English Language Learners, a best practice video series; RISE, an 8 week English language development course for Rigby Education; and the Literacy Initiative Schools project which combines inservice, demonstration teaching, coaching, and analysis of data to increase student achievement. Prior to consulting Charlotte was a teacher and staff developer for the Oakland Unified School District. Her areas of expertise include literacy, assessment, English language development, and classroom management.

Allene Flanders

Allene Flanders has contributed resources for implementing grade level collaboration, providing demonstration lessons, and designing intervention programs for at-risk students.

Allene Flanders is a Title I Teacher Leader for Vallejo City Unified Schools in Vallejo, California . Her more than thirty years in elementary education includes both classroom teaching in grades K-6 and site based literacy support.

Allene has worked as a national educational consultant helping elementary school teachers improve literacy instruction. She is a featured teacher in Literacy Scaffolds for English Language Learners a video series she co-produced with Charlotte Knox. In addition, Allene was site coordinator for the CIERA Project a national research project through the Center for Investigation of Early Reading Achievement and now is working with Instructing Reading Comprehension (IRC) a national research project investigating methods for improving reading comprehension.

Currently Allene's interests focus on supporting classroom teachers in accelerating literacy development for elementary students with a focus on English Language Learners.

Dennis Parker

Dennis Parker is a currently a faculty member of UCLA’s School Management Program (SMP). He also does a very limited amount of consulting under the auspices of Best Practices in Education.

He brings a broad range of field experiences as a high school and college teacher, elementary resource teacher, district bilingual program director, and pre-school principal. He has consulted in a variety of states.

In addition, he holds credentials for teaching, administration, and bilingual cross cultural education as well as a Master’s degree in Applied Linguistics and graduate work in Multicultural Education.

For the past 20 years, he has served as both consultant and administrator at the California Department of Education. There he worked on initiatives related to bilingual education, the School Improvement Program, Reading / Language Arts, school coaching, Title I, and programs related to low-performing schools. His current focus is translating theory and research into dramatic academic gains for the state's least successful students, teachers, schools, and districts.
